    Particulars of organization, functions and duties:

    • Flying Training, operations of VIP Aircraft / Helicopter.
    • Construction / development and maintenance of Civil Aerodromes in state.
    • The department has five civil airstrips/ aerodromes in the State at Pinjore, Hisar,Karnal, Bhiwani and Narnaul
    • This department has one VIP Helicopter EC-145 (VT-HRY) for providing air transport facilities to the VIPs of the State.
    • Department has one autonomous body Haryana Institute of Civil Aviation registered under Societies Act, 1860
    • Haryana Institute of Civil Aviation (HICA) is providing flying training for obtaining Commercial Pilot License, Private Pilot License, Student Pilot License, Assistant Flight Instructor Rating license, Flight Instructor Rating license, Instrument Rating license, Renewal Test License in the field of flying training etc.

    Powers & duties of officers and employees:

    Civil Aviation Department is headed by Adviser with head office at Chandigarh and also Chief Executive Director of Haryana Institute of Civil Aviation. Adviser is overall officer-incharge of Civil Aviation Department and Haryana Institute of Civil Aviation

    Adviser is assisted by the officers in the functioning of the department. The powers and duties of the officers and employees are given below:

    The procedure followed in the decision-making process, including channels of supervision and accountability:

    The letters/applications/representation received in the department are examined at the level of Assistant/Accountant and are routed to the concerned officers through the Section In-charge i.e. Deputy Superintendent and Head Assistant (Accounts) as per authorities delegated to Head office, Head of Department, Administrative Department, Minister-in-charge and Chief Minister. New proposals and plans are also processed as above

    The norms set by it for the discharge of its functions:

    There are no fixed norms.

    1. The flying training activities are being run by the Haryana Institute of Civil Aviation under the overall control and supervision of the head of the department in his capacity as Chief Executive Director.
    2. The department is responsible for the construction, development, and maintenance of airstrips.

    The rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its functions

    Citizen Charter

    The Civil Aviation Department, Haryana has been established with the object of ‘Making the people of Haryana Airminded’ and to construct aerodromes/helipads in the State. Following are the main objectives of this department:-

    1. Establishment of flying training centers in Haryana and to provide flying to the boys and girls of Haryana on concessional rates.
    2. Construction, development and maintenance of aerodromes/helipads with navigational aids
    3. Providing of air transport facilities to the VIP’s and senior officials of the State

      There are three flying training centers working under the Haryana Institute of Civil Aviation at Pinjore, Karnal, and Hisar. Flying training are provided at Hisar, Pinjore, and Karnal for the issue of Private Pilot Licence, Commercial Pilot Licence, and Instructor Training on aircraft as per rules and regulations of Director General of Civil Aviation, Govt. of India, New Delhi.

    2. Construction, Development and Maintenance Of Aerodromes/Helipads With Navigational AIDS

      There are five civil airfields in the State at Pinjor, Karnal, Hisar, Bhiwani and Narnaul provided with pucca runway and navigational aids. The department is considering to construct more airfields and helipads in the State. The department is also developing infrastructure on the airfields to provide facilities for air transportation and flying training etc.

    3. Providing Of AIR Transport Facilities To The VIP’S and Senior Officials Of The State.

      The department has one Twin Engine Helicopter for providing the air transport facilities to the VIP’s of the State.

    4. Nodal Officer

      Administrative Officer of this department is nominated as Nodal Officer for Citizens’ Charter related work.
