In point no: “20: Fares to be charged from passengers” on page 8 of 30, this may be read as:-

The Operator shall not charge a fare in excess of the Air Fare Cap specified for such stage length by the Ministry of Civil Aviation under its RCS UDAN Scheme. The fare to be charged from passengers shall be clearly stated by the Bidder at the time of submission of the bid.
