    Hisar Airport Would Be For Elevated To International Airport-Date 29.12.2014

    The Hon’ble Chief Minister, Haryana had announced on 29.12.2014 that Hisar Aerodrome will be elevated as International Airport. The Haryana Government is having 196 acres of land at Hisar Aerodrome and additional 3000 acres of land has been identified adjoining the existing aerodrome at Hisar which can be used for the development of the International Airport.

    The State Government engaged an international consultant M/s Frost and Sullivan who have conducted a feasibility study and have indicated strong viability for the project. The primary task of the consultant shall be to conduct a feasibility study and prepare detailed technical qualifications/parameters to help the Government in floating global tenders and ensuring financial closure in PPP mode.

    Finance Department had allocated a budget of Rs. 50.00 crore for the financial year 2016-17 and the same provision has been made for the current financial year 2017-18 under the Swaran Jayanti Scheme. Various meetings were called by the then Principal Secretary of Civil Aviation regarding PWD works to be carried out at Civil Aerodrome, Hisar, and other aerodromes/airstrips situated in the State. The Administrative approvals were issued to PWD (B&R) authorities for the execution of various works at the Civil Aerodrome/Airstrip.

    Hon’ble CM Haryana requested the Hon’ble Minister of Defence, Government of India vide letter dated 05.04.2016 & 04.08.2016 for developing Hisar as the MRO Hub for Fighter Aircraft of the Indian Air force and Helicopters of the Indian Army in North India under the auspices of Hindustan Aeronautics Limited (HAL). For getting approval of Ministry of Civil Aviation Govt. of India, New Delhi regarding site clearance for developing Hisar Aerodrome as International Airport/Integrated Aviation Hub, a letter was written by this office vide letter No. Aviation-G-2016/393 dated 29.04.2016.

    The consultant was submitted the Draft Feasibility Report on 06.06.2016. A review meeting was held on 21.09.2016 under the chairmanship of Chief Secretary, Govt of Haryana. Thereafter a review meeting was held by the Hon’ble Chief Minister, Haryana on 14.10.2016.

    A PowerPoint Presentation on the DPR for Integrated Aviation Hub at Hisar was held on 11.11.2016 at New Delhi under the Chairmanship of Chairman, Airports Authority of India. The Chairman, AAI was suggested that the consultant should coordinate with AAI for technical assistance in finalizing the master plan and accordingly freeze the DPR and come with a final financial modal of the project. Accordingly, the consultant was asked to follow up with AAI and come out with concrete details which should be incorporated in the Final Feasibility Report and the EoI document.

    A meeting was held on 06.01.2017 in which it was decided to finalize the Feasibility Report incorporating therein comments/ observations of HSIIDC, AAI, and the Civil Aviation Department. After that consultant was submitted the Final Feasibility Report on 20.01.2017, the same was approved by the Hon’ble CM. The State Government floated EOI and held a meeting held with interested developers to gauge interest and feedback on 10th March 2017. Top airport & infrastructure developers including GMR, GVK, and Essel Infra, Bird Group, L&T, BAPL have expressed interest.

    The OLS study for category-III Airport, PCN evaluation test, and surface friction test for the existing airstrip have been conducted by the AAI.

    24th Meeting of Steering Committee of Ministry of Civil Aviation held on 02.05.2017 under the Chairmanship of Secretary, Ministry of Civil Aviation, Govt. of India the issue of site clearance for setting up of Greenfield Airports, was discussed. It was indicated that ‘In-principal’ approval for the Hisar project is likely to be accorded in the next meeting proposed to be held in June 2017. However, the Government of Haryana would have to address the observations of MoCA and obtain NOC from the Ministry of Defence before the next meeting.

    For fixing the meeting under the Chairmanship of Chief Secretary of the aforesaid matter file has already been submitted to higher authorities, in the meantime, we may obtain the concent of concerned Govt. Departments for transfer of land to Civil Aviation Department for development of Integrated Aviation Hub at Hisar.

    It is also intimated that the department has issued the Administrative Sanction of Rs.10,97,18,000/- for Construction of 03 Nos. Hangars at Civil Aerodrome, Hisar. The layout/drawings for the consutruction of 03 nos hangars at Hisar Aerodrome is yet to be finalized by the competent authority of the Civil Aviation Department, Haryana. The matter is under process.
